Summary

The Construction/Maintenance Planner Associate will serve as liaison with customers, coordinate resources for construction/maintenance projects, ensure correct materials, equipment and manpower (including those that may be using rubber glove practices) are provided for project completion, assist with the design of projects, scheduling, and the close out of work orders. Develops work packages for assigned areas by planning and coordinating the labor, material and other resources necessary to complete the work in a safe, timely and cost-effective manner. Provides direction and technical expertise in specific systems to develop work packages for routine maintenance, preventative maintenance, emergent work, planned outages, unplanned outages. Performs project management for smaller-scale and less complex construction/maintenance projects. May perform facility inspections in accordance with APS Standards.
(Note: The majority of the job duties [approximately 60%] are field activities performed out of doors at various project sites.) Supports all work management activities during outage periods.

Minimum Requirements

- Bachelor's degree in Engineering, Construction Management, Business, or an equivalent discipline (or equivalent experience), OR Associate's degree in a related discipline with one (1) year of combined experience in construction management, project management, engineering (design), or utility related operations and maintenance; OR high school diploma and three (3) years of combined experience in construction management, project management, engineering (design), or utility related operations and maintenance, or equivalent combination of education and experience.
- Working knowledge of company policies and procedures, environmental regulations, Labor agreement, APS Construction Standards, Accident Prevention Manual, OSHA standards and rubber glove practices highly desirable.
-Good communications and interpersonal skills.
-Computer skills preferred Word, Excel, Maximo, MLIS.
- Experience with work scheduling is also preferred. Temporary out of town assignments may be required at times.
- Valid Arizona driver's license required.

Major Accountabilities

1) Serve as liaison with customers (internal/external) on various projects to ensure customer requirements and expectations are accurately understood / communicated and met in a timely manner.

2) Coordinate resources for construction projects to ensure fully staffed, multiple crews who may utilize rubber glove practices are always available. May work with more experienced Planners in the coordination of resources for larger scale or more technically complex projects. Assist with tracking budget expenditures of projects.

3) Analyze equipment subject to work order for scheduled maintenance and or project and order materials from stock, ensuring materials are available to the crew for scheduled work. Determine the labor and equipment necessary for the work package.

4) Once work order is identified, uses discretion, independent judgment and technical expertise to scope and develop a specific work plan to address issues, ensuring quality and attention to detail result in a complete and executable work package to help ensure the continued operation of equipment and systems critical to our business.

5) Perform design duties for simple, smaller-scale construction/maintenance projects and provide cost estimates for time and materials. May collaborate with Planners, Designers and/or other Project Leaders to develop plans on complex design projects.

6) Resolve differences by encouraging and practicing open communication and accurate interpretation of company policies and labor agreement.

7) If applicable, may serve as alternate contact for the Division on environmental issues, hazardous materials communication, hazardous waste processing, industrial hygiene, water quality and PCB processing; assist with training of employees and track training attendance; keep files current on material safety data sheets, inventories, and waste shipments.

8) If applicable, may perform trench and panel inspection per specification requirements. May perform rotation after-hours duty supervisor. May coordinate the warehouse and hauling activities to ensure that materials are stocked and delivered in an efficient and timely manner. May support the coordination of the tree trimming, garage, hauling and warehouse personnel to maximize efficiency and track expenditures for all functions. May support the coordination of maintenance of facilities and new construction projects; coordinate maintenance orders and non-revenue Work Authorizations (WAs).

9) Promote safety awareness and accident reductions through safety meetings, tailboards and implementation of safe work procedures and practices.

10) If applicable, may perform inspections per specification requirements or oversee the activities to ensure all inspections and repairs are completed thoroughly and on schedule. Maintain department documents.

11) Engages other subject matter experts as needed, e.g., Operations, Maintenance, Safety, and Engineering, to ensure work packages are developed, maintained, and closed with the highest level of accuracy.

12) May work with Substation/Transmission Planners to Determine necessary craft skills, duration and budget estimates required to perform the work.

13) If applicable provides all appropriate documentation/attachments for special requirements such as necessary procedures, equipment logs and SF6 gas usage tracking.

This position requires employees to work at the (Location), with some flexibility. Flexibility will be determined with the hires employee and leadership, but the ultimate decision is the company's.
